Don't take them in, right now it's just the extra hem playing tricks with you. Once you hem them, they will fall the way they should. Turn facing out RS to the RS of the pants to finish the edge then flip back so WSs are tog. I hope this makes sense. I do my hip-hanging skirts this way.
